What to Consider Before Enrolling

Charter enrichment funds come with trade-offs. Students are technically enrolled in the charter, so families typically meet state curriculum standards, submit work samples, and participate in standardized testing. Funds generally cannot be used for religious curriculum. For some families, the structure is a benefit; others prefer the flexibility of filing a Private School Affidavit, California's traditional independent homeschool pathway.

California Expanded Learning Opportunities Program (ELO-P)

The California Expanded Learning Opportunities Program, or ELO-P, is a state-funded initiative providing before-school, after-school, summer, and intersession programming for students in transitional kindergarten through sixth grade. ELO-P funds programming through public school districts and charter schools rather than going directly to families. Programs must focus on academic skills, social-emotional development, physical activity, and student interests, and may be a source of free or low-cost after-school enrichment and tutoring at the school site.

529 Plans - A California Caveat

For most California families, 529 plans are best reserved for future college expenses.

Pending California Legislation - What's Actually Current

California's school choice landscape is still evolving. As of April 2026:

AB 19 - Education Choice and Parental Empowerment Act of 2025

AB 19 proposed a statewide Education Savings Account Trust that would have allowed eligible students to access state funds for private school, homeschool, tutoring, and other qualified expenses. The bill did not advance out of committee and was filed with the Chief Clerk in early February, ending its progress this session.

Ballot Initiative #25-0014 - Children's Educational Opportunity Act

This ballot initiative proposes Education Savings Accounts funded at approximately $17,000 per student per year, available to all California students in TK through 12th grade. Supporters need 874,641 valid signatures by late June to qualify for the November ballot. If voters approve, the program would begin in the 2027-28 school year.

Nothing is guaranteed, so families should plan around what's available today.
